Whilst legacy automotive giants cautiously test India’s electric vehicle waters, Vietnamese upstart VinFast is diving in headfirst with audacious conviction. The company’s announcement of a $500 million investment to expand its Tamil Nadu manufacturing facility—adding electric buses and scooters to its existing car production—represents far more than routine capacity expansion. It signals a fundamental bet that India will emerge as a cornerstone of global electric mobility manufacturing, not merely a consumption market. This strategic move, formalized through a new Memorandum of Understanding with the Tamil Nadu government, constitutes the second phase of VinFast‘s ambitious $2 billion regional investment plan. By establishing dedicated facilities for e-buses, e-scooters, and supporting charging infrastructure, VinFast is positioning Tamil Nadu as a comprehensive green mobility hub whilst dramatically broadening its product portfolio beyond premium electric SUVs.
From Niche Player to Full-Spectrum EV Manufacturer
VinFast‘s existing Thoothukudi facility, sprawling across 160 hectares, currently produces electric cars with an annual capacity of 50,000 vehicles—a figure being scaled to 150,000 units per year. The expansion will grant the company access to an additional 200 hectares within the SIPCOT Industrial Park, immediately adjacent to its present base. This substantial land acquisition enables VinFast to establish dedicated production lines for electric buses, electric two-wheelers, and charging infrastructure, fundamentally transforming the company’s Indian operations from a single-product focus to a comprehensive EV ecosystem.
“The proposed expansion of the Tamil Nadu plant will enable us to broaden our product lineup in India from electric cars to electric buses and e-scooters, allowing us to meet a wider range of customer needs,” explains Pham Sanh Chau, CEO of Vingroup Asia and VinFast Asia. “We also expect this initiative to create new job opportunities, advance localisation, and strengthen the skills of the local workforce. VinFast believes Tamil Nadu will continue to serve as a strategic hub in our global expansion journey and will play an important role in supporting India’s green mobility goals in the years ahead.”
The strategic logic is compelling. Electric buses address India’s massive public transportation needs whilst aligning with government priorities for sustainable urban mobility. Electric scooters, meanwhile, target the explosive two-wheeler segment that already dominates India’s EV market, with registrations exceeding 10 lakh units annually. By diversifying beyond premium SUVs, VinFast positions itself to capture multiple high-growth segments simultaneously.
Government Partnership: Infrastructure and Incentive Alignment
The Tamil Nadu government has committed comprehensive support extending well beyond ceremonial encouragement. The state will provide essential infrastructure including power supply, water resources, road connectivity, drainage systems, and waste management facilities, alongside streamlined regulatory approvals and targeted financial incentives. This integrated support package proves critical for rapid manufacturing scale-up and development of a robust supplier ecosystem— elements that typically constrain EV manufacturing expansion.

“We welcome VinFast‘s next phase of planned development of electric cars in Tamil Nadu, and the introduction of electric bus and e-scooter production will add further momentum to the green transportation strategy of both Tamil Nadu and India,” states T. R. B. Rajaa, Minister of Industries, Government of Tamil Nadu. “The state government is committed to working closely with VinFast and ensuring favourable conditions throughout the implementation process, delivering lasting benefits for the community and the regional economy. We are dedicated to supporting Vingroup‘s success in Tamil Nadu so their growing ecosystem can continue to create jobs for the people of the state.” This partnership exemplifies the competitive federalism driving India’s EV manufacturing growth, with states actively courting international manufacturers through comprehensive support packages that accelerate project implementation whilst reducing operational risks.
Current Portfolio and Market Positioning
VinFast presently markets two electric SUV models in India—the VF6 and VF7, priced from ₹16.49 lakh and ₹20.89 lakh respectively (ex-showroom). The VF6 features a 59.6kWh battery with a front-mounted motor producing 204hp and 310Nm, delivering a claimed WLTP range reaching 480 kilometres. The VF7 offers both two-wheel-drive and all-wheel-drive configurations, with the AWD variant generating a combined 350hp and 500Nm, and claimed WLTP ranges of 450 km (FWD) and 431 km (AWD).
Whilst these premium SUVs establish VinFast‘s brand credentials and demonstrate manufacturing capability, the forthcoming electric buses and scooters will dramatically expand the company’s addressable market. Electric buses serve government procurement programs and private fleet operators seeking sustainable public transport solutions, whilst electric scooters target the massive individual mobility segment where affordability and running costs drive purchasing decisions.
The expansion promises substantial localisation benefits, generating fresh employment opportunities whilst supporting regional skills development. This deepening manufacturing commitment addresses persistent concerns about foreign EV manufacturers treating India purely as an assembly location rather than a genuine manufacturing hub, potentially positioning VinFast as a model for beneficial foreign investment in India’s automotive sector.
VinFast‘s bold Tamil Nadu expansion transcends conventional capacity additions—it represents a comprehensive transformation from niche electric car producer to full-spectrum EV manufacturer. With robust state government support, substantial infrastructure commitments, and strategic focus on localisation, VinFast is positioning itself as a pivotal player in India’s accelerating green mobility revolution. As the company scales operations and diversifies its product portfolio across cars, buses, and scooters, it’s establishing Tamil Nadu as a genuine global hub for electric vehicle manufacturing whilst demonstrating the commercial viability of comprehensive EV ecosystem development in emerging markets.
